Since I finding it impossible to get it from Snake Dance!

The boss that has it never spawns on and its annoying as hell making your way into snake dance spawn areas.

So do any of the Ranger Bosses have it?

Leave from Warcamp and go to Snake Dance. Head north (all the while looking that you don't miss the boss if he spawned). Go to Dreadnought's Drift and return, run back a little and check if the boss spawned (there is a group in small niche that sometimes has a boss). Keep doing that until he spawns...

I was just about to suggest that!

This is also how I captured it a while back. Keep rezoning until you see the necro boss in the field off to the left... then run all the way north(?) and you will soon hit the ranger boss.

Punishing shot is by far the best shot attack in the game, especially for us interupters. It also works well with attack slews that you can string together.
